Peter Dawson

Peter’s passion is creating, building and helping businesses run successfully. He has spent his career working with business owners and helping them mitigate the numerous risks confronting them in growing and preserving their wealth. He understands that financial wealth is only one aspect of legacy planning. While money is critical, vision and people are necessary in all organizations to realize success. This is summed up largely in stating that a large part of wealth preservation relates to passing the values of the current generation on to successor generations.

After graduating from Creighton University School of Law with a Certificate in Business and Tax Planning, Peter entered the financial services industry and has been in the industry ever since. While in the industry he has been: a partner at a boutique independent RIA and private equity firm in Kansas City, served as a regional VP for a mid-sized life insurance company in the Midwest, received a certificate in Special-Needs Planning from The American College in Bryn Mawr, Pennsylvania, and worked with numerous high net worth clients in various industries helping them mitigate tax, financial, and liability risks.

Peter has worked with several different private equity groups to secure funding for projects as diverse as a calcium mine in the Dominican Republic, to investing in a cancer protocol, to housing projects. His philosophy is: if we can understand the risks and know how we will make the project work financially then we will invest the time and resources needed to bring the project to fruition.

Some of his career highlights:

Secured financing for several large multi-family housing projects in the Kansas City Metro.

Helped secure funding for an alternative cancer protocol.

Facilitated the purchase and sale of numerous businesses and medical practices across the United States.

Worked with numerous business owners helping them with asset protection, wealth preservation and growth, avoiding losses and mitigating taxes. Helped increase and protect the wealth of the same business owners exponentially over the practices they were then utilizing.

Prior to entering law school he graduated from Utah State University with a degree in Political Science and worked for lobbying firms in Washington D.C. and Salt Lake City, Utah. He currently resides in Santa Clara, Utah, with his wife and three daughters.

Nate Reznicek

With more than 15 years of experience in the captive space, Nate Reznicek is an esteemed expert in all aspects of risk management through captive and microcaptive insurance.

In addition to his roles as President & Principal Consultant at Captives.Insure, Mr. Reznicek maintains an active leadership role in the industry. He maintains positions on the Captive Insurance Companies Association (CICA) Programming Committee, the Self Insurance Institute of America’s (SIIA) Captive Advocacy and Captive Committees, and the International Center for Captive Insurance Education’s (ICCIE) Curriculum Committee. He also works as an ICCIE faculty member and teaches the “Forming and Operating a Captive” course.

Mr. Reznicek is consistently featured as a strong voice for the captive and microcaptive industry through his authorship of articles across a variety of print and online outlets and as a speaker at conferences nationwide. His speeches and publications provide readers with level-headed observations on the state of the industry and simplify the unique complexities of risk management practices and insurance company operations.

Cassie Bachman

Cassie is a seasoned legal professional with over 17 years of experience in the legal and captive insurance sectors. She obtained her law degree with honors from the University of Oklahoma College of Law, where she served as a judicial intern for the Chief Justice in the Eastern District of Oklahoma and volunteered as a Legal Licensed Intern for the Norman Juvenile Drug Court and the University of Oklahoma Legal Clinic.

Cassie's impressive career began in the legal industry, where she focused on international law and assisted Fortune 500 companies with complex compliance issues surrounding US integration of international executives and key employees. With over seven years of experience in the captive insurance space, Cassie has developed deep expertise in captive management, risk management, and operations.

Currently, Cassie serves as a key advisor, where her unique organizational skills are focused on ensuring a seamless pathway for clients in creating and owning their own captive insurance company. She is a licensed member of the Oklahoma Bar Association and has received an associate's degree in captive insurance from the International Center for Captive Insurance Education.

Cassie is a frequent speaker and panelist at industry conferences, including the ABA, and has been featured in several articles and podcasts. Her extensive experience and impressive track record make her a valuable asset to any organization in the legal or insurance sectors.

Chief Rob Burkybile

Robert Burkybile III is the current chief of the Modoc Nation, the tribe’s second chief in its 45-year history since re-recognition by the U.S. government in 1978. He possesses a strong leadership and financial background, including seven years as executive director of the Modoc Tribe Financial Services Authority, three years as executive director of the Modoc Housing Authority, and a stint as a board member of the Modoc Gaming Authority, among other duties for the Modoc Nation. 

In his role, Chief Burkybile also oversees all aspects of the Modoc Nation, including its Domiciling services, the tribe’s sovereign jurisdiction for business operations. Among other businesses, the tribe domiciles commercial insurance, microcaptive insurance, and reinsurance companies. Chief Burkybile is passionate about the value the Modoc Domicile can bring to members of the tribe, especially the agreements the domicile has with microcaptives. In particular, domicile fees have enabled the Modoc Nation to fund social programs such as improved housing, childcare assistance, and education scholarships, as well as reintroduce a bison herd to the original Modoc reservation range.

Chief Burkybile firmly believes microcaptives are a positive force for both small business owners and the Modoc Nation. 

Dustin Carlson

Dustin Carlson

With over a decade of experience in risk management, Dustin Carlson serves as President of both SRA 831(b) Admin and the 831(b) Institute, leading the charge in education, advocacy, and innovation within the 831(b) micro-captive industry. A Chartered Property and Casualty Underwriter (CPCU) and Finance graduate from the University of Idaho, Dustin has dedicated his career to helping small and mid-sized businesses take control of their financial future through alternative risk financing solutions.

A tireless advocate for normalizing 831(b) micro-captives as a mainstream risk management tool, Dustin is committed to ensuring businesses can navigate uncertainty with confidence. Through his leadership at SRA 831(b) Admin, he focuses on compliance, industry best practices, and empowering business owners. At the 831(b) Institute, he works to educate policymakers, promote legislative clarity, and build grassroots support for common-sense reforms that protect the future of 831(b) micro-captives.

Dustin welcomes opportunities to collaborate with business owners, industry leaders, and lawmakers to shape the future of 831(b) risk financing. His mission is clear: to expand access to effective, sustainable risk management solutions that safeguard the long-term success of American businesses.

Matthew Queen

Mr. Queen is the owner of The Queen Firm, LLC, a law firm providing captive insurance consulting services. He started his career in captive insurance in 2015 as general counsel for a captive manager focusing on the long-term care industry. Mr. Queen has developed numerous captive programs, published dozens of articles on the field, and published the treatise Modern Captive Insurance through the American Bar Association. His services focus on providing advice and guidance to business owners seeking to take control of their risk financing, risk management, and insurance issues. He also serves as an adviser to InsurTech start-ups leveraging captive insurance.
